Historique

Durant la période 1998-2003, le Panel suisse de ménages (PSM) faisait partie des mesures structurelles du Programme prioritaire « Demain la Suisse ». Ce programme de recherche poursuivait deux objectifs principaux :

veiller à la constitution d’une base de données solide permettant de déceler les éléments de stabilité et de changement dans les conditions de vie et le bien-être en Suisse, en complétant les données collectées par l’Office fédéral de la statistique.
accroître les possibilités de recherche quantitative en sciences sociales, en mettant à la disposition des communautés scientifiques nationales et internationales, des données de qualité.

Le PSM est donc initialement (de 1998 à 2003) un projet créé par le Programme Prioritaire « Demain la Suisse ». Le PSM était alors un projet commun du Fonds National Suisse de la Recherche Scientifique, de l’Office Fédéral de la Statistique et de l’Université de Neuchâtel.

De 2004 à 2007, le PSM entre dans une deuxième phase : toujours localisé à L’Université de Neuchâtel, le PSM a développé, en collaboration avec l’Office fédéral de la statistique, le projet commun « Vivre en Suisse-2020 » dans le but de conduire l’enquête pilote SILC (Statistics on Income and Living Conditions) de 2004 à 2005. Les données de l’étude pilote SILC ont été diffusées par le PSM jusqu’en 2008.

Depuis le début 2008, le projet PSM, toujours financé par le Fonds National Suisse de la Recherche Scientifique, est mené dans le cadre de FORS, le Centre de Compétences Suisse en Sciences Sociales, sis à l’Université de Lausanne.

History

The creation of the Swiss Household Panel (SHP) was one of the key structural measures implemented by the Swiss Priority Program (SPP) “Switzerland Towards the Future” during the period 1998-2003 for the following two main purposes:

To ensure a solid database for social reporting on stability and changes in living arrangements and well-being in Switzerland, that complements data collected by the Swiss Federal Statistical Office;
To promote opportunities for quantitative social science research, by making high quality data available to Swiss social scientists and to the international social science research community.

To date, the SHP has experienced three main periods. In its first phase (1998-2003), created by the Swiss Priority Program “Switzerland Towards the Future”, the SHP was a joint project run by the Swiss National Science Foundation, the Swiss Federal Statistical Office and the University of Neuchâtel.

At the end of the SPP “Switzerland Towards the Future”, the SHP has entered its second phase (2004-2007). Still located at the University of Neuchâtel, the SHP developed a joint venture project “Living in Switzerland-2020” aimed at conducting the Statistics of Income and Living Conditions (SILC) pilot study 2004-2005 in collaboration with the Swiss Federal Statistical Office. The SILC pilot data were distributed by the SHP until the end of 2008.

The third phase of the SHP is linked to the integration within FORS, the Swiss Centre of Expertise in the Social Sciences. Since 2008, the SHP, still funded by the Swiss National Science Foundation, is located at the University of Lausanne within FORS.

Geschichte

Das Schweizer Haushalt-Panel (SHP) wurde zwischen 1998 und 2003 als strukturelle Massnahme des Schwerpunktprogramms SPP „Zukunft Schweiz“ errichtet. Dabei standen die folgenden beiden Ziele im Vordergrund:

Die Erarbeitung einer soliden Datengrundlage für die Sozialberichterstattung in Bezug auf Stabilität und Wandel der Lebensumstände und -bedingungen in der Schweiz, welche die Daten des Bundesamts für Statistik ergänzt.
Die Förderung der quantitativen sozialwissenschaftlichen Forschung durch die Bereitstellung qualitativ hochwertiger Daten für die nationale und internationale Forschungsgemeinschaft.

Das SHP hat drei Hauptphasen durchlaufen. Gegründet durch das SPP „Zukunft Schweiz“, war das SHP in der ersten Zeit (1998-2003) ein Joint-Venture Projekt zwischen dem Schweizerischen Nationalfonds zur Förderung der wissenschaftlichen Forschung, dem Schweizer Bundesamt für Statistik und der Universität Neuenburg.

Mit dem Abschluss des SPP „Zukunft Schweiz“ ist das SHP in eine zweite Phase übergegangen (2004-2007). Nach wie vor ansässig an der Universität Neuenburg hat das SHP das Joint Venture Projekt „Leben in der Schweiz 2020“ entwickelt. Es hatte zum Ziel, in Zusammenarbeit mit dem Schweizer Bundesamt für Statistik, die Pilotbefragung SILC (Statistics on Income and Living Conditions) von 2004 bis 2005 durchzuführen. Die Pilotdaten des SILC wurden bis Ende des Jahres 2008 durch das SHP herausgegeben.

In der dritten Phase, seit Anfang 2008, wird das SHP vom Schweizerischen Nationalfonds zur Förderung der wissenschaftlichen Forschung finanziert und von FORS, dem Schweizer Kompetenzzentrum Sozialwissenschaften, welches der Universität Lausanne angegliedert ist, durchgeführt.
